As explained by the Secretary of State - Deputy Minister of Justice of Russia Dmitry Kostennikov, this bill is designed in response to the request of Russia and the Decree of the President's head of state, which function to protect those agencies assigned to the unit of the correctional system. It aims at creating a legal framework to ensure the safety of persons on the territories of lunatic asylums, their maintenance and protection.

These hospitals, recalled Kostennikov, including those intended for the compulsory treatment by the court the perpetrators of a particularly dangerous acts, but exempt from criminal responsibility or punishment in relation to mental disorders.

The deputy minister also explained that employees of the bill allowed the use of physical force and special means.

As the head of the government Committee on Health Olga Borzov, MPs regularly receives complaints of citizens and employees of lunatic asylums asking for the bill on the protection of a specialized type of lunatic asylums.

The fact is that now protect the existing eight hospitals of this type is carried out only by external positions, while the internal positions available. "This represents a potential threat to staff these institutions", - said Borzov, explaining that at present in hospitals are 5,5 thousand people have been assigned compulsory treatment.
